Computer equipment for use while engaged with the Turnpike may include a laptop, iPad or other tablet device, laptop bag, monitors, wireless keyboard, mouse, or other equipment as required to perform job functions. When an engagement ends, all equipment issued to the vendor resources must be returned to the Commission within 2 weeks of the resources being offboarded. All equipment shall be returned to the Commission in good working condition. The Prime Contractor will be invoiced for any unreturned equipment or equipment damaged beyond reasonable wear and tear.
• Vendors are responsible for providing complete and accurate information and correctly completed forms for on-boarding resources. The vendor should allow a minimum of five to seven business days to fully on-board new resources. Vendor resources must:
o Complete the consultant onboarding spreadsheet provided by the Commission.
o Sign the Commission’s “Acceptable Use of Commission Technology Resources” (Policy 8.01) and the Non-Revenue Card Application Use Agreement for door access.
o Provide a contact phone number and a current professional photo.
o Must provide a copy of the results of a Pennsylvania Access to Criminal History – Record Check Certification (ePATCH) of the selected candidate dated after the release date of the Statement of Work.
o Provide a copy of the results of a National Criminal Check.
o If vendor resources will manage or access The Commission systems and/or data for the Commission, they must sign a non-disclosure agreement (NDA), which must also be approved and signable by their Commission supervisor.
• The Commission IT Department has established the following guidelines while working virtually and the vendor resource is expected to follow them:
o Use cameras during meetings.
o Maintain a professional appearance when in meetings and on camera.

Analyst I / II - Market Settlement Operations
We are seeking a highly analytical and detail-oriented Analyst to join the Market Settlement Operations team. The Market Settlement Operations team is responsible for the timely issuance of the weekly and monthly billing statements that are used to financially settle the activity in PJM’s wholesale energy markets and usage of the transmission system serving our region ($60+ billion annually).
The Analyst will be responsible for the timely and accurate completion of hourly, daily, weekly and monthly data review and calculation processes that are used in the settlement of each market and production of the weekly and monthly billing statements. In addition, the Analyst will develop and maintain process documentation for such processes and assist in responding to customer inquiries and other ad hoc requests, including basic data analysis.
Essential Duties:
Settlement Processing: The Analyst will learn and utilize in-house developed software tools and Microsoft Office Products to assist in the efficient and effective completion of settlement tasks with the ultimate goal being the timely and accurate publishing of the billing statements.
Data Review and Validation: The Analyst will be responsible for examining various forms of data, such as load, generation and tie meter data, generation resource commitment logs, transmission revenue requirements or other data submitted by market participants and upstream systems for accuracy and completeness. The Analyst will be expected to resolve data issues prior to the data being used in settlement and billing calculations.
Documentation and Standards: The Analyst will document and maintain the specifications (process guides, job aids, etc.) for essential functions within the department. “Senior Managed File Transfer (MFT) Engineer” , focused on IBM’s Sterling Ecosystems (SFG/SSP/SEAS/B2Bi/Connect Direct) along with additional expertise in building Automation processes. Fully remote. may be extended after 6-month assignment.
We are seeking a highly experienced Senior Managed File Transfer (MFT) Engineer / System Analyst III to support and enhance enterprise MFT platforms within a large-scale environment, with a strong focus on driving AI adoption and implementation, delivering platform enhancements, advancing automation, and enabling smarter operational support.
This role is focused primarily on engineering, platform enhancements, automation, and ongoing project initiatives, with limited operational responsibilities.
The environment leverages IBM’s Sterling ecosystem, including Sterling File Gateway (SFG) and IBM Connect:Direct, and requires deep technical expertise to design, optimize, and automate secure file transfer solutions. Primary production monitoring and Level 1 / Level 2 support are handled by an offshore support team; this role acts as an L3 escalation point when required.
Key Responsibilities
• Design, implement, and enhance enterprise Managed File Transfer (MFT) solutions using IBM Sterling platforms
• Provide Level 3 (L3) on call and escalation support for production issues when escalated beyond offshore support teams

DESCRIPTION OF WORK
The AEM Solution Architect partners with CODE PA leadership, engineering, operations, procurement, and the current technical vendor to evaluate the platform's current state and shape its future. The work begins as a diagnostic engagement and evolves into ongoing architectural advisory as transition activities get underway. Lead architecture and solution design for relevant AEM tools, including: AEM Sites, Assets, Forms, and others.
This role requires deep AEM expertise, the judgment to distinguish standard practice from over-customization, and the communication skills to make complex technical realities legible to executive and non-technical audiences. The candidate will be responsible for guiding internal and external development teams on security and performance best practices as well as code review, enforcement and creation of standards, and support deployment/governance strategies.
EXPECTED OUTPUTS
Over the course of the engagement, the architect will produce written assessments, recommendations, and supporting documentation that give CODE PA a clear understanding of the PA.gov AEM platform and a credible path forward for its support. Specific artifacts will be defined collaboratively based on assessment findings and organizational needs.
KEY RESPONSIBILITIES
*Platform assessment and architecture review. Evaluate the current AEM as a Cloud Service implementation. Distinguish standard platform practice from over-customization or unnecessary complexity. Assess long-term maintainability and recommend simplification, stabilization, or remediation where warranted.
* Support model and transition planning. Define what support work can reasonably be performed internally, by contractors, or by a vendor. Develop a credible transition approach. Identify the skills and roles required for the future-state team.
* Documentation and knowledge transfer. Identify gaps in existing platform documentation. Establish documentation standards. Guide knowledge transfer between the current vendor and future support resources so that critical knowledge lives in the organization rather than in individuals.
* Cross-functional collaboration. Work with stakeholders across product, UX, and engineering teams.
* Architecture support. Evaluate and define component, template and experience architecture. Translate business requirements into technical architecture, workflows and content models.
* Governance and supportability. Recommend guardrails to ensure future enhancements align with sound AEM practice. Advise leadership on architectural tradeoffs, technical debt, and the long-term implications of platform decisions.
* Stakeholder communication. Serve as a trusted technical advisor to CODE PA leadership. Translate architectural complexity into clear, actionable guidance for executive, procurement, and operational audiences.
* Risk and decision support. Surface platform risks and operational dependencies with clear analysis and decision points. Help leadership weigh the cost of maintaining the current model against alternatives.
* Vendor and contractor oversight. Evaluate current vendor responsibilities and provide technical input into future contractor or vendor scopes, labor categories, and accountability expectations.
